The Juvenile is a minimum level facility with a capacity or housing roughly 340 inmates at any given time. The Zebulon Pike Youth Services Center was first opened in 1978 with only 65 inmates; however, in January 2000, it was renovated, and the capacity increased to the current 40 capacity.

Inmates are housed in dormitory-style buildings where there is a reduced risk of security breaches.

The Zebulon Pike Youth Services Center has several programs to improve the inmate’s skills and better help them assimilate into society after their incarceration. Some of the programs include welding, education programs, volunteer fire department jobs, and rehabilitation programs.
